It rarely means they don't have ideas.

Usually...

they simply don't know how to get those ideas out of their head and onto the page.

This is absolutely something that can be taught.

Next time they freeze...

don't ask,

"What are you going to write?"

Instead ask,

"Tell me one thing you already know about this topic."

Starting with speaking instead of writing often unlocks ideas much more easily.
